Dr Anil Kumar is Senior Advisor (Env. & Climate Change) in Bihar State Disaster Management Authority since 03rd May 2023. He has been elected to the National Executive Council of the Indian Society of Technical Education, New Delhi. He has also been also elected as Regional Vice President (East) of Solar Energy Society of India. In 1979 He was made a Student Member of the National Committee of Transfer of Technology to Villages under the Chairmanship of Professor Patwardhan. He has been on various national-level committees in Education, Environment and Ecology. He is a Ph. D. in Environmental Science with three Master's Degrees – Master of Engineering (Hydrology), Master of Ecology & Environment and M. Sc. In Disaster Mitigation. He is associated with a large number of national-level Professional bodies as Fellow / Life Member.
Dr Kumar has vast experience in Academic and General Administration, Environment & Ecology and Climate change. He has been closely and actively associated with the implementation of various National Programmes on Quality Assurance and Accreditation, Autonomy and Governance, Skill and Employability, Entrepreneurship and Innovation in Technical Education. For his contribution to the technical education system at the national level he has been honoured with Honorary Fellowship by the Indian Society of Technical Education in 2024.
He has contributed to Lifelong Learning, Skill Development, Environment, Ecology, and Climate Change as Director of Adamas University, Barasat, Kolkata.
As State Project Administrator, SPIU-UP/TEQIP III (A World Bank Project under the Ministry of Education, GoI) he has created an ecosystem of quality technical education in Uttar Pradesh with special emphasis on Digital Learning and realignment of technical education in line with NEP 2020.
As former Secretary & Director General-I/C and Deputy Director General, of the Institution of Engineers (India) he has successfully conducted 06 Indian Engineering Congress, international/national level seminars/conferences/summits, and developed the ecosystem for Industry-Academic Alliance at the national level. As the National head of the International Professional Engineers Certification Programme, he was actively involved with the IPEA to ensure its global acceptance under the International Engineers Alliance.
As Deputy Director of All India Council For Technical Education under MHRD, Government of India, he has been part of the team establishing the framework for Accreditation in Technical Education in Indi as well as converting 1-1/2 year M. Tech. programme to 02 year M. Tech. Programme.
He was with Damodar Valley Corporation from Graduate engineer trainee (GET) to Assistant Engineer to Executive Engineer to Superintending Engineer and contributed immensely in planning, design, development, Environmental Management, Water Conservation, and Reservoir Management with a one-year deputation to IIT Roorkee (earlier University of Roorkee) for UNESCO Hydrology Programme leading to P G Diploma in Hydrology from the University of Roorkee. Subsequently, he completed a Master of Engineering in Hydrology from the University of Roorkee (now IIT Roorkee). Has also been associated with several social and voluntary bodies creating a massive awareness for water and soil conservation in upper Damodar Catchment for which he was honoured with Jharkhand Ratn Samman in 20023 and the UNESCO Award in 2009.
Dr. Jeevan Kumar has been working as Project Officer (Human Induced Disasters) at BSDMA since October 2016. As Project Officer at Bihar State Disaster Management Authority (BSDMA) Studies, he was part of team in Developing Guidelines (Action Plans), Programme Planning, Implementation, Coordination, Monitoring, Awareness Generation, Documentation, organizing capacity building programmes and workshops in collaboration with stakeholders ((SDRF, NDRF, Civil Defence, Fire Services, Home Guards etc.).
He joined Authority as a Sr. Advisor (Natural Disasters) in the month of March 2024. He is responsible for developing strategies for Disaster Risk Reduction and Disaster Management, especially in the field of Fire Safety, Drowning Prevention, Safe Boat Transportation and Road Safety. He is also responsible to facilitate the need based awareness and capacity building programmes/activities for various stakeholders.
He is Ph.D. from Veer Bahadur Singh Purvanchal University, Jaunpur in area of Waste Water Management. He completed M.Sc. Degree in Environmental Sciences from Dr. R.M.L. Avadh University, Ayodhya, and B.Sc. from Allahabad University, Prayagraj. He completed Post Graduate Diploma in Disaster Management from IGNOU and B.Ed. from DR. Rajarshi Tandon Open University, Prayagraj.
He has worked with organizations like Centre for Environment Education (CEE), Inter Agency Group (BIAG), Community Friendly Movement (BHEL supported community sustainable development project, Munger district, Bihar) and Nav Jagriti.
He worked as a Resource Person, about 11 years at the Department of Environment and, Water Management, A.N. College(Patliputra University) Patna.
As a Project Manager, Nav Jagriti(Save The Children-Nokia), he worked with community in 25 villages of Khagaria district for implementation of project "Building Resilience of Children and their Communities by Integrating DRR, Social Protection and Technology". As a part of GEAG- ACCCRN team he worked on Climate Change Vulnerability Assessment and Developing Resilience Strategy for Saharsa City, Bihar.
Shri Ashok Kumar Sharma, Senior Advisor (HumanInduced Disaster) is responsible for organizing training & capacity building program on disaster risk reduction and management for JEEViKA Didi’s, Panchayati Raj Institutes (PRIs), Urban Local Bodies (ULBs), Teachers and Students under the Mukhya Mantri School Safety Programme (MSSP) as workshop/seminar on various areas of disaster management. He holds a Master degree in Geo-Informatics from Sikkim University and Post Graduate Diploma in Disaster Management from IGNOU. Earlier,he worked as a District Disaster Management Officer in Ranchi (UNDP & Govt.of Jharkhand), Consultant in National Institute of Disaster Management, Ministry of Home Affairs, Govt. of India and Technical Assistant in Disaster Management Cell, Sikkim. He has more than 20 years of progressive professional experience in Disaster Risk Reduction, Remote Sensing & GIS sector. He has published many research papers in others related to disaster management.
Dr Bal Krishan Sahay, Advisor(Technical): Dr Sahay is working as Advisor (Technical) and looks after the programs and activities under earthquake management division of the BSDMA. He is a technocrat with 30 years of experience in execution of infrastructure projects (roads, buildings, and bridges), and their legal and regulatory functions.Dr Sahay possesses a degree in Civil Engineering, Law and MBA and was awarded PhD in Project Management. He superannuated in 2020 as an officer of Bihar Engineering Service.
He has received advance training at University of Birmingham, UK, Administrative Staff College of India, Engineering Staff College of India, National Institute of Rural Development, NIDM and National Institute of Training of Highway Engineers. Research papers authored by him are published in Bloomsbury,International Journals and ISBN Journals of repute.
He was awarded twice by the Government of Bihar in acknowledgement of his significant contribution in 2019 and 2017 during his tenure with Bihar Rajya Pul NirmanNigam. He is also a recipient of Eminent Engineers Award of The Institution of Engineers (India). He was felicitated as Outstanding President by Rotary International, District 3250 (Bihar and Jharkhand).
Dr Sahay is a member of Indian Road Congress, Indian Building Congress, Patna Management Association, Solar Engineering Society of India and Bihar State Productivity Council. He has also served as Secretary, Eastern Region of The Indian Engineers Federation (INDEF). He has earlier held posts of the State Executive Committee Member, Joint Honorary secretary and Honorary Secretary of The Institution of Engineers (India), Bihar State Centre.
Ms. Sumbul Afroz, Senior Technical Assistant (IT)-
Ms. Sumbul Afroz, maintains & re-creates BSDMA website. Well versed in Software development and handles software related issues of Authority. Participated in various training programes of Disaster Management. Also served as Software developer in IT Company. Deep acumen in developing Desktop applications, web based applications and Portals. Ms. Sumbul is a Postgraduate in Computer Application (BCA MCA), five year intregated course from IGNOU. She also holds Certificate in Asp. net from NIIT.
Shri Alok Ranjan, Senior Research Officer looks after the programmes and activities related to training of masons and engineers, Establishment of earthquake safety clinics, supervision and monitoring of training programmes for different stakeholders. He coordinates with different departments for approval of their projects by Technical Appraisal Committee (TAC) and Project Appraisal Committee (PAC) constituted in BSDMA.
Mr. Ranjan possess a degree in civil engineering, diploma in Railway Engineering and two post graduate diplomas in Urban Planning & Development and Disaster Management respectively. He is also pursuing M.A. in Rural Development. He has more than 9 years of experience in developing and implementing innovative solutions to enhancing disaster resilience and minimizing the impact of natural and man-made disaster. He has experience in monitoring safety aspects through rigorous analysis and research.
Mr. Ranjan has received trainings on Rapid Visual Screening (RVS) of buildings, Earthquake Safe Construction and Retrofitting methods, Revisiting Urban Risk, Disaster Risk Resilience Leadership, Urban Flood Forecasting and Strategies on Child centric disaster risk reduction.
Shri Sandip Kamal has been serving as an Associate Editor at BSDMA since July 2022. With over 30 years of experience as a veteran journalist, he has previously contributed to four leading Hindi newspapers in India. Originally from Sitamarhi district in Bihar, Sandip graduated from Ranchi University and holds a Bachelor of Journalism degree from Makhanlal Chaturvedi National University of Journalism, Bhopal.

Shri Manoj Kumar, Technical Assistant (IT)
Shri Manoj Kumar is responsible for providing support to information Technology and other communication system which is backbone of BSDMA. He is well-versed with the Information Technology infrastructure, network configuration, data storage & database maintenance and BSDMA website content management. Previously worked with IT majors and has a rich work experience in System Administration. An ITIL V3 certified professional and has excelled in IT infrastructure and Service Management. A graduate in IT from IGNOU, New Delhi, he also holds post-graduation degree in IT from Sikkim Manipal University.
Shri Sandeep Verma is working as Project Officer (Human Resource Development, Training and Capacity Building) and look after the programs and activities of capacity building of various stakeholders like:-(Administration Officials, Engineers, Doctors, Academicians, Industrialists, Builders and Contractors) etc., Risk analysis and training in various components of disaster management and formulating appropriate strategies to achieve desired results.
Mr. Verma holds degree of Master of Science in Geography (Kurukshetra University, Kurukshetra), Master of Technology in Geo-Informatics (Guru Jambheshwar University) and Post Graduate Diploma in Disaster Management. He has worked with many organizations/institutions like National Disaster Management Authority (NDMA) and Haryana Institute of Public Administration.
He has more than 13 years of progressive professional experience in disaster management and related field. He has published many other research papers related to disaster management. He has been honored by District Administration Bhiwani (Haryana) and District Administration Nawada (Bihar) for his effective works in Disaster Management and related areas.
Neeraj Kumar Singh is a highly experienced professional with over 19 years of extensive work in the disaster management and development sectors. He has a solid academic foundation with a Post graduate Diploma in Disaster & National Security Management (2005), a Post graduate degree in Political Science (2004), a Graduate degree in Social Science (2002), and a Bachelor of Education (Bed.) from Deen Dayal Upadhaya Gorakhpur University.Neeraj’s career commenced in 2005 when he entered the field of Disaster Risk Reduction and Public Health-related projects. Over the years, he has been involved with various government societies, UN agencies, and social service organizations. His work has been primarily focused on institutional strengthening, mainstreaming development, and implementing relief,reconstruction, and rehabilitation programs. He has been instrumental in assisting with crisis interventions, especially during natural disasters, and has shown a proven ability to design, implement, and review programs aligned with sustainable development goals and a livelihood approach. One of Neeraj’s significant strengths is his leadership in project management. He has successfully led various projects at state, division, and district levels across different states in India, including Uttar Pradesh, Jharkhand,Uttarakhand, and Bihar. His broad range of experience includes roles such as Project Management Team Leader, where he has overseen complex projects and ensured their successful execution. Since February 2020, Neeraj has been serving as a Senior Consultant under the NDMA project and as Personal Secretary to an Hon’ble Member of the Bihar State Disaster Management Authority (BSDMA),Government of Bihar.
